Hans N and I made some progress on this one. Analysis:
Test case: cluster restart
* Due to the #540 bug the old active controller "hangs" in shutdown. The state
here is probably that the RDE process is killed.
* The old standby controller is rebooted and comes up, RDE detects no peer an
assume
