Using the following configure line:
$ KERNEL_BITS=64 ./config no-shared enable-ec_nistp_64_gcc_128
--openssldir=/usr/local/ssl/1.1.0
Later, when I attempt to compile:
$ gcc -I/usr/local/ssl/1.1.0/include test.c
