Do http://php.net/umask before you create them.

'/images/image1.png' is '/images/image1.png'
'images/image1.png' is '/images/image1.png'
you are using the first, unless your something wierd on your first box, like
chroot, or safe_mode, or something else Ive never used, I dont know why the
first server is acting the way it is.
