I had exactly the same behaviour but additionally in my case the node got
fenced by HA and rebooted itself after a few seconds.. After rebooting I
ran 'dpkg --configure -a' and this time all packages got installed
successfully.
This was reproducible on all 3 nodes of the cluster which are

I just upgraded a current node running PVE 4.3 to the latest updates available
on the enterprise repo.
Things work ok until apt gets to:
