When we have a customer that uses Radiator (Windows 2000) and everything works fine
except for his Accounting Records. Only the Acct-Session-ID doesn't seem to follow
any type of formatting. This is what they get: Acct-Session-Id = "<193>LkL<0><1>|g".

Thanks for the info, I appreciate it. I created my users file with the
examples you gave. I also added:
# Generate MPPE keys to encrypt pptp vpns
AutoMPPEKeys Yes
to my default realm in my radius.cfg file and MSCHAP PPTP connections work
now.

It sounds like your shared secrets are not set correctly.
The radpwtst utility uses the shared secret "mysecret" by default,
unless overridden by the -secret parameter. Here is the help output
from radpwtst:
./radpwtst -h

I would use a DEFAULT entry together with the specific users in your
database:

Then your Radiator configuration file would look like this:
