I've not mounted a tail light on plastic, but Rick Risemberg has for many,
many miles of rough LA streets with no problems, as he latterly announced.
But he uses a fender with metal/plastic sandwich construction, not mere
plastic.

I have a Spanninga Spxb (battery light) mounted
fork crown. Bike has linear brakes and low rider
racks. The light clears both of the handlebar bags I use.

I have a Spanninga SPXb that has been mounted on a rear plastic fender
since 2006. It is the second set of fenders. I have done over 10,000K of
randonneuring events, plus probably an equal number of training miles,
and it is still in good shape.
