This is something I have pondered a lot as the export tariff here is zero. But there is a fundamental flaw in your logic. You are asking what device would do this, that's an easy answer. Your real problem is what would you use it for. What can this electricity be used for that is worth not getting

This is possible because they have cell-level MPPT. I'd guess that even when the sun is perpendicular to the module you'd have a [tiny] bit of extra current from diffuse light reflected onto the module, and you'd see more substantial gains from reflection if the sun can "see" the reflector and
