Project export would also bring over users and groups.
To significantly reduce project export size (also a best practice), one can
do the following
-Use local file system to store project assets
-Delete those elements that are no longer used in template
-Delete unlinked pages
-Delete deleted
Anyone got it working?
I think that the server is not liking the chrome frame user agent and
disabling the SmartTree & Server Manager tabs... infuriating!

So I just wanted to follow up on this. we followed the steps below and now
have a full working copy of our project with all templates, languages,
settings, content, etc. the one thing that doesn't copy over is the users.
you'll have to reassign those.
