While looking at my local packages I noticed fdk-aac installed from
rpmfusion-nonfree. The Review Request[1] mentions that (at the time) the
FSF and Debian[2] considered this license non-free. But since then, both
the FSF[3] and Fedora[4] have deemed the FDK-AAC license free but GPL

I *think* qt5-qtwebengine-freeworld needs to be rebuilt for this qt
5.15.1 update[1,2]. At the moment, installing the package on F33 tries to
downgrade lots of qt bits.
I updated the rpmfusion spec based on the fedora update and tested out a
build on mock
