How media will be established without sdp in ack?
Offer answer is not complete. I think session cannot be established here.
Is it possible to attach working tcpdump for understanding.

Can you check whether it resolves if you send the full SDP (same as initial
offer but retain the last negotiated media direction) in the 200 OK
response to the INVITE without. SDP request?
