I believe that Bob is correct. Model Railroader magazine for May, 1983,
has prototype drawings for two SP 10-wheelers that were rebuilt from
Baldwin 2-6-0's that were originally built for the 3-foot Nevada &
California.

Having the last drivers set back under the cab is not too unusual. It is
done on both moguls and ten wheelers. I believe it was done for better
balance and so as not to have to use a trailing truck. Bob Root
