I know we are not using the pam_systemd. That is the reason we try to run the
steps manually. It was possible to start the user@.service in systemd
v253, but it fails now with v254 or later.

with higher UID, but the result is the same.
root@host:~# systemd-analyze set-log-level debug
root@host:~# systemctl set-environment XDG_RUNTIME_DIR="/run/user/1001"
root@host:~# systemctl start user@1001.serv
it's not "systemd" way but may be by blacklisting the module used by the
network card ?
and inserting it when required...
