Make sure the 'includes/' directory exists under the physical-path of where
your jsp's are. But you really should be using the tag
instead of loading the actual javascript inline to your doc.

This message means what it says - Tomcat can't fine the file
includes/LocalizationConstatns.js. I believe that this is relative to the
file that is including it and not the webapp.
