So I've found a complete work-around for this. I also found that this
issue is NOT new in 18.04 as it also affects 16.x (and likely 15 and 17
too). However it is DIFFERENT in 18.04. More details below.
TL;DR:
You need to netboot with an initramfs that doesn't have
'scripts/casper-bottom/25disable
After upgrading from 18.04 to 18.10 the freezes before login. (nvidia-

Same problem with ASUS S406 (no graphic card, CPU i5-8250U)
The most awkward thing is sometimes it is working, sometimes it's not. I
can't figure out why. When not working, even a restart does not re-
enable it but xrandr can enable mirroring laptop display.
Any advice?

I've upgraded today to 18.10, after fist reboot no audio and the UI only
shows a 'Dummy Device'.
With a "alsa force-reload" the sound become available, but after a reboot same
problem.
Removing timidity the issue appear solved.

I followed the hint in /etc/apparmor.d/tunables/home.d/ubuntu and ran
root@ubuntu:~# sudo dpkg-reconfigure apparmor
In the window that popped up, I added "/home/" (which is the location of
my home directories) and clicked OK.

Here is a short graphical comparison of before/after in the bionic SRU
in a container. I modified the container's network bridge to add 300ms
delay using
sudo tc qdisc add dev lxdbr0 root netem delay 300ms
which made things quite more visible on a slower 12 Mbit/s connection.
