After doing some more investigation, there is a new Mir input event
called mir_event_type_keymap which is sent every time a Mir surface is
focused. This event should be caught by Xmir and handled by applying
the sent keymap to the current Xmir/Mir surface.

The libertine-tools package should depend on xmir since libertine-launch
is in libertine-tools. Without xmir, libertine is kind of useless, so I
believe a dependency is needed.
Also, I've been getting a few pings from folks trying libertine and one
issue they are running in

I imagine this will need changes in libertine, ubuntu-app-launch and
most likely Unity 8. Not a trivial issue to say the least.

Well, I see you say it should be an error and not an exception. I guess
I can protect against that some by doing a try/except, but it's really
not a supported way to run libertine-launch.
I guess if it becomes more of a problem, then we can revisit.

I noticed that you launched libertine-launch on the command line, which
is not supported, so I don't think this is a bug.
I think you tried to run it like:
/usr/bin/python3 /usr/bin/libertine-launch wily ls
which is absolutely going to cause issues.
