The reality is that the version of the program this bug applies to is
pretty much dead.
Work on a Gtk+ 3 version written in Vala is ongoing. And that's my
current focus.
I will not be making any more releases of the Python version.

What should we do for a panel of even grid size? The normal login panel
is 3 grids tall (one above, one below). An even grid panel would not be
able to be centered perfectly. Do you prefer the extra grid on the top
or bottom?

gtk-window-decorator is exiting immediately
It's weird, as I definitely didn't change it manually. I'm running a
fresh installation of Quantal in a VM right now, and it says 'ubuntu' on
that line (for now), so we'll see if I can somehow reproduce it again.
Might have been a freak thing.
