This problem prevented `sudo apt-get dist-upgrade` on clean installation
of Ubuntu 16.04.4 LTS MATE.
Enabling xenial-proposed and installing single package fixed issue.

I noticed that this will occur with minimized apps open too, so step (3)
is more like "close or minimize all other windows".
