This issue is still confirmed in 12.04.4 LTS after following the steps
here https://help.ubuntu.com/community/QuantalUpgrades. The update
manager does not look for 12.10 upgrade. Additionally, I checked /etc
/update-manager/release-upgrades and set Prompt=normal and the "P" in
prompt is lowercase.
