So far what I see as not working if the file is go-r when a regular u:
1) update-manager stacktraces
2) apt-cache policy (on xenial it bails early without printing anything)
Options:
a) we don't care about these things breaking, and file bugs against those
projects?

instances is not supported by Azure. Testing there should be limited to

The difference here is a supported machine is up to date, even if it
only has the minimum packages installed.
Asking for another package to be installed to be "supported" is a small
bit of friction that can be removed by delivering the script with
basefiles.

post and ask-ubuntu answer that we have found to recommend apt-get
autoremove on 16.04 and newer.

this version is older than what was shipped in precise. Tested on
xenial, and updating the package from main -> updates worked just fine.
Re-open if you can repro with modern versions.
