When using ifup to activate one vlan interface defined in
/etc/network/interfaces, ifup brings up all the vlan interfaces even if ifup -a
was not issued. This is trivial to reproduce. Expectation is that ifup ethX.Y
will only bring up ethX.Y and not ethX.Z as well.

My understanding is that the problem is that a dlopen() is attempted
against libc.so, which is a text file.
$ file /usr/lib/x86_64-linux-gnu/libc.so

Changing it to libc.so.6 did fix the problem:
