I have manually installed the "amd64 build of xserver-xorg-input-evdev
1:2.2.5-1ubuntu7~tormod" package and mouse behaves normally now.
For the programs like UT and DOSBOX there is no more "jumping mouse"
problem. As far as my system is concerned, the bug is fixed completely.

I can confirm this with some additional details:
- the mouse pointer behaves like this also on the "black borders", if the
option is turned on in smplayer
- if you launch smplayer, open a movie, and then do not touch the mouse after

I have a similar/the same problem on my Dell Latitude D630, Ubuntu 9.04,
