This actually looks like the ldap backend is not launching at all - is
there anything in /etc/powerdns/pdns.d overriding the launch line?
The fork was upstreamed, partially, just months ago, so what you have is
the unforked stuff, to be clear.

as noted above, 3.0 does not have this issue. The fix is not easily
backported to 2.9.22, however.

This is not a bug. Documentation clearly states that this was(!)
unsupported.
However, by popular demand, http://wiki.powerdns.com/trac/changeset/2290
adds this feature. It will be in the 3.1 release of PowerDNS. You could
choose to include this patch in your packages already, of course.
