Bugs, which
setserial is in irda-utils' Depends field in debian/control. Infact an
apt-get install irda-utils installs setserial too (in gutsy).
Looks like this is not a bug.

BTW: I did not even have that irda-utils package installed on my
notebook anymore, the left over /etc/init.d/irda-setup was still trying
to configure serial interfaces. The init file should be inactive if the
package is not installed.
