If you don’t use GNOME Shell, then yes, you can remove gnome-control-
center.

Hum, it looks like the other one is gnome-control-center which is weird
it shouldn't show under unity. Do you have the same issue in a guest
session? Could you "grep Settings /usr/share/applications/*"?

opens by each of those icon? Could be that one is from Unity and one
from e.g KDE
