3) Tried 4.17.1-041701-generic and the problem still persists.
4a)Two USB ports, both free (no USB keyboard/mouse in use).

1)Sticker on the TP-Link box says "Version 1.10"
2)It's a custom PC (parts from all over the place), so it has no
"sticker" or something similar.

I just tried to use the same exact device on a PC that runs the same
version of Ubuntu (kernel: 4.15.0-22-generic) but has USB 2.0 ports and
it worked as expected. The machine which reports the error has only USB
1.0/1.1 ports.
