sway's build-depends is libsystemd-dev (>= 239) | libelogind-dev (>= 239), so it does not require elogind, and the packages are (hence) not build with it, as can be seen in the build log; but it would allow building on systemd-less system, but that's irrelevant for us. ** Changed in: elogind
