Sorry, you are right about no evidence to release-upgrade. I tried to
report it as other bug, but it didn't work. So I choose release-upgrade
which was not probably the good choice.

yourself to a later release of Ubuntu) which is the purpose of the
ubuntu-release-upgrader package. Thus the package change. If I'm wrong,
