Set the resolution lower in preferences (they appear in Ubuntu 8.10).
That fixes the lag.

The lighting condition does not matter. Does the same thing in well
light areas.

Does this happen when using the camera in low-light situations? Many
cameras lower the frame rate when the light it poor. My camera does
that, if I have auto exposure enabled.
