Same problem with fglrx (as installed by envy).
Look at your diversions (dpkg-divert), that's where the problem lies.

allowed me to see that it was trying to use a diversion to
/usr/lib/nvidia/libGL.so.xlibmesa
which didn't exist. Creating this file (and directories) allowed the
package installation to go through. I use

1. having a 100% working gutsy with the display driver replaced to a
self-compiled radeonhd
2. upgrade to hardy
3. upgrade of libgl1-mesa-glx package fails constantly with "error creating
