We have switched to the KDE4 version of Kile for the next version of
Kubuntu; and translations will now be handled differently. Currently the
translations is build in separate packages and is not updated with the
language packs, this problem should be fixed from now on.

I can't say for sure whether someone worked on it. But I don't think so.
