Thanks. Yes, this is no longer maintained upstream, and was also removed
from Debian at the request of their QA team (debian bug #460649 because
of this, and also because it still depended on debmake (which has also
been deprecated and is no longer in Debian or Ubuntu).

last release was made in 2004)...
vsound was in Gusty but was superseded since hardy (see
https://launchpad.net/ubuntu/+source/vsound).
