Analogy: Xorg uses resources even if you don't do anything after
starting it. I don't think there's any way to fix this, as it's a
general class of intractable issues.

FWIW, this _was_ a bug that has been fixed; in karmic, pulseaudio is now
reliably 0.5% CPU when no sound is playing. It's ridiculous to suppose
that in an idle state that it should be 10%. Please don't be so hasty to
dismiss bug reports.

Are you sure this CPU util symptom wasn't caused by something like alsa-
lib (bug 451893) or the fd leak (bug 424655)?

Did you mean wishlist? I can see that being right in the context of
I wish that the bug of pulseaudio using resources even when not in use
was fixed, but beyond that seems like a misclassification.
