For me - the issue turned out to be related to an NVIDIA BIOS setting.

Bugs,
I had to "dpkg -i" some lucid packages, after manually removing some
karmic stuff. After some trial-and-error this seems to work. It would
have been handier though if the Karmic packages were updated
automatically. I do not know whether this is possible.

I'm able to ctrl-alt-F over and over, ad nauseum, in and out of full
screen mode.
