Dear Jeremy,
I downloaded an ISO for Ubuntu 10.04 RC and installed it on my USB as a
liveUSB. After booting off of the USB successfully, I was able to
suspend and resume 3 times without any problem.

It should not be necessary to install. You should be able to use the daily
liveCD build available at cdimage.ubuntu.com to boot, suspend/resume and report
here if it was successful.

I currently have Xubuntu 10.04 RC installed on my laptop (dual booting
with Ubuntu 9.10 as my main OS). Would it be helpful for me to try

This bug was reported a while ago and there hasn't been any activity in it
recently. We were wondering if this is still an issue? Can you try with the
latest development release of Ubuntu? ISO CD images are available from
http://cdimage.ubuntu.com/releases/ .
