Is anyone still seeing this problem? (I would think so, but it's
possible that it was quietly fixed upstream)
Is there any reason not to add a Suggests: cgroup-lite | cgroup-bin ?

and it worked for me. i saw a patch here.

In my install of lucid x86_64 /dev/cgroup doesn't exist by default. I
followed this reference::

And did::
mkdir /dev/cgroup
# then tested with this
mount -t cgroup none /dev/cgroup -o cpu,memory,devices
before enter
After mounting cgroup on /dev/cgroup the warning message disappeared.
/etc/fstab:
cgroup /dev/cgroup cgroup defaults 0 0
installed:
ii libvirt-bin 0.7.5-5ubuntu27 the programs for the libvirt library
ii lxc 0.6.5-1 Linux containers userspace tools
