As the developer of dh-autoreconf, I want to add some points:
0) I intent to fully support this package in Debian AND Ubuntu (like I do with
my other packages). I am subscribed to bugs here.
1) It is really simple, two scripts, a debhelper sequence addon, a cdbs
snippet, and the dh-autoreconf(7)
