I would strongly go for Depends. It's clear that there is quite a few
PDFs that don't render correctly without it and it doesn't create a good
impression.

I know you cannot attach the problematic PDF files because they have
sensitive information, but we cannot fully help you as we cannot easily
reproduce the bug without those files. Are there any PDF files that show
up blank but do not contain any sensitive information?

I took a closer look at the comments in bug 389182 and you have tried
Okular with your PDF files, which still came out blank.
So I think this is most likely a bug with Poppler (the PDF rendering
backend for both Evince and Okular). Unfortunately, since you cannot
attach the problematic PDF files,
Let's move this discussion to bug 389182 since it's not related to this
bug. I have un-duped and reopened that bug.

however they display correctly in Acrobat Reader as before.
