that looks about right, if that doesn't work that's not an evolution bug
though, use the menu item for that. You can use user mailing list or
forum to get other users opinions about your backup method, the bug
tracker is not the right place, closing the bug, that's not one from the
software

Anyway, I've followed these steps to backup Evolution as usual:
Step 1:
Shutdown evolution and gconftool-2:
$ gconftool-2 --shutdown
$ evolution –force-shutdown
Step 2:
Create an archive with the data and configuration files:

Thank you for your bug. That's not a package bug if you backup procedure
(which you didn't describe) doesn't work. The feisty evolution has a
menu item for to do backups and restores them, would probably be a good
idea to use that feature
