This workaround doesn't work for me. I tried not using either xfce4
-power-manager or nm-applet, and the amount of space was reduced but the
bug is still there.

Under 'System tray icon' select 'Never show icon' and click Close.
In 11.10, there is no such option. Is there a workaround?

Just ran sudo apt-get update sudo apt-get upgrade and I DO NOT get that

I can confirm this on a fresh install of Lubuntu 11.10 on an eeepc
1005ha. After every suspend, there is more and more empty space in the
tray. Restarting lxpanel removes the space.
This does not seem to occur on my desktop computer (also fresh install
of Lubuntu 11.10).
