This happens in all folders but I couldn't reproduce it in guest
session.
I deleted the ~/.config directory but the issue didn't go away. Any idea
what I might need to cleanup.

happen in any directory? can you confirm in a guest session? the sorting
order is kept there when doing what you described in your second case
