Debian 6.0.5 has the same problem.
I press Fn+F6 then brightness bar is decreasing, but screen brightness is not
decreasing.
It alwasy stays at full brightness.
I press Fn+F7 then brightness bar is increasing, but screen brightness is
still full brightness.
We can do a test

i am also having the Toshiba Laptop C665 - I5011 model. I had installed ubuntu

This is a new laptop and I only tried little on previous versions here is
