This also happens to me. Entering an apostrophe into certain text boxes of dynamic web sites (i.e. javascript) enters Find mode. I don't have "Editable menu shortcut keys" in Appearance enabled. I grepped .gnome2/accels/epiphany-browser and Find is associated with CNTL-f. I also deleted this file;
