The speaker volume screenshot shows the state where no sinks available
while the other one shows one where there are sinks available. When the
icon shows a no sinks available state you should check the hardware tab
to see if there is a valid device found.

The bug was reported for machine state as described 2010-09-17. Since
then, the bug has not been experienced. The Sound_Prefs_Output screen
shot requested could only be provided much later when the bug was no
longer active. Hope this clarifies the situation. I have not been able
to reproduce

I don't think this is a bug. Could you show a screenshot of the output
tab. I would guess it shows dummy output which would mean that
pulseaudio has not found a valid sink to use therefore no sound (as you
described). The indicator conveys the state of no sink available with
the icon you
Here's the screen shot of the output tab you requested. Note the
Network Manager Applet 0.8 (up/down arrows) is missing. That's another
bug.
