Well I've found my solution for this. Just got new wireless card, Intel
5100, for $10 on eBay. Speed up and down with new card is 20Mbps, just
like on Windows. Even with older kernel 2.6.32 I only got 12Mbps max on
Intel 3945. I'm glad to see the back of this bug.

Tim,
The problem continued. I worked around by plugging in one of those
wireless-N adapters and that sort of has solved the problem. I updated
to the latest driver today and have no issues - wi-fi or otherwise.

Thanks very much for the step-by-step guide. I haven't tried the
nolapic_timer method yet but the intel_idle.max_cstate=0 certainly
fixed the issue on my Samsung N220 Plus.
