As Tobias (Strongswan upstream) said, it's best to not have this on by

Hui, I think you're seeing that error because you don't have the
proposed universe pocket enabled.
Brian, I'm fairly certain this is a race in the test, where we restart
the neutron-server and immediately test if it's running. [1] Can we try
rerunning the test for now and I'll fixup the tests in
Targetted upstream for 9.2.1 and 0.94.6; marking triaged; will be
resolved on next point release SRU for wily/xenial and associated cloud-
archive pockets.
