Thanks for working on this bug. However, the fix is not complete,
as the LSB headers in debian/snmpd.init were not updated to
reflect the new values.
Also, the current header (which are also in Debian) do not have
"1" in Default-Stop. Does this mean that the daemon should be
kept running in s

+DEB_UPDATE_RCD_PARAMS_snmpd=multiuser
will use cdbs magic to pass this through to dh_installinit and
hence update-rc.d
