It sure looks like unhappy video drivers; if you're using the free
driver, try the binary blob driver. If you're using the binary blob
driver, try the free driver.

I discovered that both scrolling and Youtube-playback (HTML5) works just
fine in Chromium, both in Ubuntu 16.10 and Mint 18.1 (which is built on
16.04). So perhaps this is a Firefox bug?
