I upgraded to Dingo today, and I'm having a new issue with waking from
sleep on my Dell XPS 9560. When I wake my laptop, the wallpaper becomes
corrupted (screenshot attached), and it doesn't go away until I restart.
ProblemType: Bug
DistroRelease: Ubuntu 19.04
Package: xorg 1
1. When the problem happens, can you still move the mouse pointer?
2. Please check for any history of crashes on the system:
https://wiki.ubuntu.com/Bugs/Responses#Missing_a_crash_report_or_having_a_.crash_attachment
3. Next time the problem happens, please reboot and then run:
journalctl -b
If the mouse pointer is moving then it's not Xorg that has frozen.
Because Xorg moves the mouse pointer. It sounds like only your shell has
frozen.

Okay, this bug has absolutely nothing to do with grub or netplan.
Changing the renderer couldn't possibly affect the behavior of X, and
the grub configuration looks, at a glace, to be run-of-the mill; pretty
much default if you disregard that there is any number of different
installs on the system.
