When I manually added these variables to /etc/environment file, accents
started to work properly in Wayland session:

Hi Jean-Marie,
"enter" is used in some comments and means either that you have to
switch your current folder/directory when you are in terminal. So
commands should be executed in the right folder, otherwise you might do
something else or maybe nothing.
So "enter kernel" means to to cd to the dec
