Try to reload module with emulate_invalid_guest_state=0 (it's for ovirt-node,
not your apliance). I've not verified it tbh.

You have toremove HWADDR value from theifcfg-ethX and rules string
from /etc/udev/rules.d/70-persistent-net.rules files.
It'll work fine if you have only one NIC per machine.

User cannot access console only if VM has been started by the user.
It's done for security reasons. For example User2 cannot access
User1's pool VM.
